The Canton of Zurich is the most populous and industrious canton in Switzerland. It is governed by the Administration of the Canton of Zurich, which consists of seven directorates plus the State Chancellery. More than 30,000 people work for the Canton of Zurich.

Problem Statement

The Covid-19 pandemic and the associated restrictions placed on individuals and businesses dealt a significant blow to the affected companies. To mitigate the impact of these measures, the public sector issued liquidity-securing Covid loans and hardship compensation. A tool was urgently needed to administer these emergency loans as many had already been granted and disbursed before the project began.

Solution

SAP CML (Loans Management) was already in use at the Canton of Zurich. Due to the urgent need and the existing use of CML, a fast brown-field implementation was chosen. The system required customization to handle the specific business cases and background processes for implementing the hardship loans. Additionally, custom programs were developed to integrate the loans into asset accounting, and a variety of Z-programs were adjusted to incorporate the hardship loans into the existing billing and customer communication framework of the Administration of the Canton of Zurich.

  • The existing loans were migrated to a proper database.
  • The outstanding loan amounts, including interest calculations, repayments, and other processes, became trackable.
  • The administration could use automated billing and dunning processes.
  • Efficient communication with loan recipients was enabled through forms.
